监狱是国家的刑罚执行机关,作为专政机器,是捍卫国家安全、维护社会秩序的重要工具。在法治国家、法治政府、法治社会的建设中,监狱作为刑罚执行最主要的主体,惩罚改造罪犯工作理应达到标准化、规范化、法治化要求,以实现法治的要义。当前监狱工作存在机制、队伍、理念阻点,有必要从监狱行刑权的配置、法律监督等方面破解,全面推进监狱工作标准化、规范化、法治化建设。

As the state penalty execution organ,prison is an important tool for defending national securi⁃ ty and maintaining social order.In the construction of a country,a government and a society under the rule of law,prison is the most important subject of penalty execution,and the work of punishing and re⁃ forming criminals should be standardized,normalized,and legalized so as to realize the essentials of the rule of law.At present,with the obstacles in terms of mechanism,team,and concept of prison work,it is necessary to crack down the problems from the allocation of prison execution rights and legal supervision, to comprehensively promote the standardization,normalization,and legalization of prison work.
