乡村振兴背景下村庄分类研究——以晋江市为例

Research on Village Classification under the Background of Rural Revitalization:A Case of Jinjiang City

2018年,中共中央、国务院印发《乡村振兴战略规划(2018—2022年)》,明确按照集聚提升、融入城镇、特色保护、搬迁撤并的思路,分类推进乡村振兴。村庄分类工作既是国土空间规划的基础内容,也是乡村振兴战略过程中村庄发展、建设和管理的指导依据。文章以晋江市为例,在对晋江市工业型城乡特征分析和晋江市域村庄概况研究的基础上,合理确定研究范围,构建村庄“分类、分级、分片”的三级划分体系,并针对“市域、街镇、片区”三个不同层面形成研究成果,以期形成对晋江市国土空间总体规划、乡村规划、乡村建设,以及乡村管理四个方面传递的总体目标。

In 2018,the Central Committee of the Communist Party of China and the State Council issued the Strategic Plan for Rural Revitalization(2018-2022),which clearly defined that rural revitalization should be promoted by classification according to the ideas of agglomeration and upgrading,integration into cities and towns,characteristic protection,relocation and merger.As the basic content of land and space planning,village classification also provides guidance for the development,construction and management of villages in the process of rural revitalization strategy.This paper takes Jinjiang City as an example,analyzes the characteristics of industrial urban and rural areas in Jinjiang City and studies the general conditions of the villages in Jinjiang City.The research scope was reasonably determined,and the three-level division system of villages,including“classification,gradation and segmentation”,was constructed.Based on three different levels of“city,street and town and district”,the research results were obtained.This paper aims to form the overall goal for the general land space planning,rural planning,rural construction and rural management of Jinjiang City.
