中俄口岸园区平台经济转型发展——以绥芬河为例

The Transformation and Development of the Platform Economy of China-Russia Border Ports:An Example of Suifenhe

1992年,中国实施沿边开放战略,黑龙江省绥芬河市成为首批沿边开放城市之一。经历30年发展变迁,绥芬河口岸园区的数量、规模、功能、业态发生显著变化,实现了从传统贸易向平台经济转型发展。具体而言,绥芬河口岸园区已搭建较完备的电子商务及相关服务平台、金融服务平台、跨境物流平台以及其他特色平台,其中尤以跨境电商为主要特色。平台经济与口岸园区深度融合,各平台之间、平台与园区之间建立起互联互通的信息共享机制。中俄口岸园区平台经济转型发展受多重因素影响:一是数字经济引领平台经济发展;二是传统园区发展过程中遭遇的限制性因素促使口岸园区寻求新业态;三是新冠疫情推动并加速平台经济发展;四是乌克兰危机等地缘政治事件客观上丰富并重构平台经济转型发展内涵。

In 1992,China implemented the strategy of opening up the border areas and Suifenhe City in Heilongjiang Province became one of the first cities to expand and open up along the border.Radical changes have taken place in the number,size,function,and business forms of the Suifenhe Port Park over the past thirty years of development and the traditional trade is transforming into a platform economy.To be exact,the Park has already developed a complete set of platforms for e-commerce and relevant services,financial services,cross-border logistics and other characteristic platforms especially cross-border e-commerce.This paper presents key factors impacting the transformation and development of the platform economy.Firstly,Digital economy galvanizes platform economy.Secondly,the limitations of traditional Parks has prompted port economy to seek new business forms,Thirdly,the development of platform economy have been expediated by the COVID-19 pandemic.Fourthly,geopolitical events such as the Ukraine crisis have enriched and restructured the depth of the platform economy.
