粤港澳大湾区新型大学的战略需求与实践路径

Strategic Needs and Practice Path of The New University in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区建设是党和国家推动“一国两制”事业发展和服务新发展格局的重大战略部署。粤港澳大湾区建设新型大学有利于服务支撑区域高质量发展、推动国际科技创新中心建设和实现高等教育内涵式发展。大湾区新型大学是指立足大湾区科技产业创新发展需求、在政府大力推动和支持下,通过学科专业、组织架构、人才培养模式、体制机制等系统变革而构建的具有新理念、新使命和新形态的新型高校。当前,大湾区新型大学发展存在办学经费来源渠道过于单一、科产教融合深度与广度有待拓展和治理现代化整体水平不高等困境。面向未来发展,大湾区新型大学亟须推进科产教深度融合,树立办学新理念;强化跨界交叉整合,构建学科专业新结构;深化教育教学改革,打造人才培养新模式;集聚多方优质资源,健全资源配置新机制及提升治理现代化水平,构筑治理新格局。

The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major strategic plan of the CPC Central Committee and the State Council to promote the development of the cause of“one country,two systems”and serve the new development pattern.The construction of a new type of university in the Guangdong-Hong Kong-Macao Greater Bay Area will be beneficial to the ser-vice and support of high-quality regional development,the promotion of building international scien-tific and technological innovation center and the realization of the connotation development of higher education.The new university of greater Bay Area refers to a new type of university with new ideas,new missions and new forms that are promoted and supported by the government through systematic reforms of disciplines,organizational structure,talent training mode,system and mechanism,which are based on the innovation and development needs of the science and technology industry in the Greater Bay Area.At present,the development of the new universities in the Greater Bay Area is faced with difficulties such as the single source of funding,the limited depth and breadth of the integration of science,indus-try and education to be expanded,and the overall low level of governance modernization.In the future,it is urgent to establish a new idea of running a school by promoting the deep integration of science,in-dustry and education;construct a new structure of disciplines and specialties by strengthening crossboundary and cross-integration;build a new mode of talent training by deepening reform of education and teaching,industry and education;improve new mechanisms for resource allocation by gathering high-quality resources from various sources and build a new pattern of governance by improving mod-ernization level of governance.
