浅谈内蒙古自治区公路养护污染防治存在的难点及建议

Discussion on the Difficulties and Suggestions for Pollution Prevention in Highway Maintenance in Inner Mongolia Autonomous Region

为进一步做好内蒙古自治区公路养护污染防治工作,文章通过全面梳理公路运输扬尘综合治理,公路沿线环保型服务设施建设,公路路域水、噪声和环境污染防治,养护项目材料再生利用、废弃材料处置与节能环保材料推广应用等公路养护污染防治方面采取的措施,认为内蒙古自治区应最大化降低公路养护对资源和环境的负面效应,实现养护污染防治良好态势。但实际实施中还存在污染防治政策与公路养护客观需求之间的矛盾,存在公路运输扬尘综合治理彻底根治难度大、养护工程施工节能减排力度不足,节能环保关键技术推广应用效果不佳等问题,后期需继续健全公路养护污染防治考核激励制度,持续推动公路运输扬尘综合治理,扩大新能源设备改造和应用范围,探索绿色公路“四新”技术的创新与推广应用,研究以期助力交通运输领域绿色发展与碳达峰、碳中和。

In order to further improve the prevention and control of road maintenance pollution in Inner Mongolia Autonomous Region,this paper comprehensively reviews the measures taken in the comprehensive management of road transport dust,construction of environmentally friendly service facilities along the highway,prevention and control of water,noise and environmental pollution in the road area,recycling and utilization for maintenance project materials and disposal of waste materials,and the promotion and application of energy-saving&environmentally friendly materials.It is believed that Inner Mongolia Autonomous Region should minimize the negative effects of road maintenance on resources and the environment and achieve a good trend of maintenance pollution prevention.However,in actual implementation,there are still contradictions between pollution prevention policies and objective needs of highway maintenance,difficulties in thorough eradication of highway transport dust,insufficient energy-saving and emission reduction efforts in construction of maintenance projects,poor promotion and application of energy-saving and environment-friendly key technologies,etc.In the later stage,it is necessary to continue to improve the assessment and incentive system for highway maintenance pollution prevention and control,promote the application of energy-saving and environment-friendly materials,promote the comprehensive management of road transport dust,expand the scope of transformation and application of new energy equipment,and explore the green highway"four new"technology innovation and promotion and application.The research aims to help green development,carbon peaking and carbon neutrality in the field of transportation.
