市域数字化水平测度与指标体系构建--以浙江省为例

Measurement and Indicator System Construction of Digital Level in Urban Areas--Taking Zhejiang Province as an Example

在数字技术快速发展的背景下,数字化进程已经影响了市域乃至国家的发展。在选取了2021年的数据样本后,通过党建统领整体智治、数字政府、数字经济、数字社会、数字文化和数字法治等6个一级指标和25个二级指标,可构建出浙江各市域数字化程度测度指标体系。基于熵权法的TOPSIS模型对指标数据进行测算,对浙江省内各城市以及六类分项指标进行评估。研究发现,浙江省内数字化发展水平存在较大的不均衡,浙东北发展水平明显高于浙中和浙西南,并且各城市的数字化水平存在较严重的两极分化,各分项指标也存在发展不平衡现象。在此研究结果上可提出对应的政策建议,以助力数字中国和中国式现代化的建设。

Under the background of rapid development of digital technology,the digitization process has already affected the development of cities and even the country.After selecting the 2021 data sample,a digital degree measurement index system for various cities in Zhejiang can be constructed through six primary indicators and 25 secondary indicators,namely,Party building,overall intelligent governance,digital government,digital economy,digital society,digital culture and digital rule of law.The TOPSIS model based on entropy weight method calculates indicator data and evaluates various cities and six sub indicators in Zhejiang Province.Research has found that there is a significant imbalance in the level of digital development within Zhejiang Province.The development level in Northeast Zhejiang is significantly higher than that in Central and Southwest Zhejiang,and there is a serious polarization in the digital level among cities.There is also an imbalance in the development of various sub indicators.Based on the research results,corresponding policy suggestions can be put forward to help the construction of digital China and Chinese path to modernization.
