国土空间韧性规划建设整体框架与发展路径研究 被引量:3

摘要 当前,各类自然灾害、突发公共事件频发,国土空间安全特别是灾害风险防控与国土空间韧性规划建设面临严峻挑战,有必要将韧性规划与国土空间规划融合,提高国土空间的防灾减灾能力,满足国家对国土高质量发展的要求。本文通过分析我国国土空间韧性规划建设的现状及存在的问题,提出了国土空间韧性规划建设的目标和总体思路,构建了国土空间韧性规划建设的整体框架,从技术方法层面、空间治理层面和工作体系层面总结了国土空间韧性规划建设的发展路径。为推动国土空间韧性规划建设,本文从优化法律法规体系、政策体系、技术标准体系3个方面提出了对策建议,以期为我国开展国土空间韧性规划建设研究与实践提供决策参考。 Given the frequent occurrence of natural disasters and public emergencies,China’s land space security is facing severe challenges,especially in terms of disaster risk prevention and control as well as the planning and development of land space resilience.It is imperative to integrate resilience planning with national land space planning,to improve land space’s capacity for disaster prevention and mitigation and satisfy the country’s requirements for high-quality development of the national land.This study analyzes the current status and existing problems in the planning and construction of China’s land space resilience,proposes the objectives and general ideas,and constructs an overall framework for the planning and construction of national space resilience.A development path is also summarized from the aspects of technology methods,spatial governance,and working system.Furthermore,countermeasures are suggested from three aspects,namely,optimizing the legal and regulatory system,policy system,and technical standards system,to provide a decision-making reference for the research and practice of land space resilience planning and construction in China.
