摘要 随着《数字孪生水网建设技术导则(试行)》的正式出台,标志着数字孪生水利建设顶层设计业已完成。水利部自2022年起,用2 a时间开展数字孪生水利建设先行先试,目的是通过先行先试总结经验,全面推广。介绍数字孪生水利相关概念、定位,提出数字孪生水利建设重点为获取算据、优化算法、提升算力、实现水利业务“四预”功能、守住网络安全底线,阐述数字孪生水利建设中在算据感知、算据更新、模型平台、知识平台、算力、业务应用“四预”、网络安全、技术标准、工作协调、资金投入、人才等方面应把握的难点及解决思路。 With the official introduction of the Technical Guidelines for Digital Twin Water Network Development(Trial),it marks the completion of the top-level design of digital twin water conservancy development.Starting from 2022,the Ministry of Water Resources will carry out pilot projects for digital twin water conservancy development in a period of 2 years,with the aim of summarizing experience through pilot projects and promoting them comprehensively.This paper introduces the concepts and positioning of digital twin water conservancy.It proposes that the focus of digital twin water conservancy development is to obtain data,optimize algorithms,improve computing power,achieve the“four pre”function of water conservancy business,and maintain the bottom line of network security.In addition,it explains the difficulties and solutions that should be grasped in aspects of data perception,data update,model platform,knowledge platform,computing power,and“four pre”of business application,network security,technical standards,work coordination,capital investment and human resources in digital twin water conservancy development.
