In the international Chinese language education system in which multiple subjects coexist,Confucius Institutes have public value.Its public value is manifested in the effectiveness and significance of meeting the needs of different subjects of international Chinese language education.The realization of its public value requires the ideological guidance oriented by public welfare value,the scientific and reasonable system guarantee and the practical support of the supply of public goods.Based on the new era background and existing development,Confucius Institutes can further optimize its public value,adhere to the development orientation of public service,establish a more complete public goods supply system,form a mechanism that can meet the demand and promote the supply,and then realize the sustainable and circular development of Confucius Institutes.The value and significance of this circular development lies in that it is able to promote the transformation of international Chinese language education system from value chain to ecological chain.
