“制度-理念-关系”协同推进:农村教育治理现代化的实践路径研究 被引量:1

摘要 农村教育治理现代化水平直接影响乡村振兴和农村教育现代化的全面快速实现。当前农村教育治理现代化实践面临以下现实困境:一是行政本位阻滞,即农村教育治理效率不高;二是理念指导乏力,即农村教育实践非专业化;三是联系纽带缺失,即农村教育主体关系疏离。农村教育治理现代化应把握“制度-理念-关系”的内在逻辑关系,三位一体协同推进。制度保障是引领农村教育治理大规模推进的核心力量,多方主体理念现代化是支撑农村教育治理深入落实的精神内核,多方主体关系紧密是支持农村教育治理可持续进行的内生动力。为此,农村教育治理现代化的实践改进,首先是要强化教育行政管理部门的制度保障能力,实现农村教育有效治理;其次是推动理念引领农村教育治理实践探索,助力农村教育专业化治理;最后是定位和建设多方主体的关系,形成农村教育合作治理。 The modernization level of rural education governance directly affects the comprehensive and rapid realization of rural revitalization and rural education modernization.At present,the practice of modernization of rural education governance faces the following practical dilemmas,first,administrative block:rural education governance efficiency is not high;second,the concept guidance is weak:rural education practice is not specialized;third,the lack of connection link:the rural education subject relationship is alienated.The modernization of rural education governance should grasp the internal logical relationship of "System,Concept and Relationship" ,and promote in a trinity.System guarantee is the core of rural education governance;the modernization of multi-subject idea is the spiritual core of the in-depth implementation of rural education governance;the close relationship between multiple subjects is the endogenous driving force of sustainable rural education governance.Therefore,to improve the practice of modernization of rural education governance,first of all,it is necessary to strengthen the system guarantee ability of educational administrative departments to realize effective management of rural education;secondly,promote the idea to lead the practice of rural education governance exploration,help rural education professional governance;finally,it is to position and construct the multi-subject relationship to form the cooperative governance of rural education.
