综合素质评价纳入高考的政策缘何迟迟不落地——基于PMC指数模型和扎根理论的分析研究 被引量:1

摘要 将综合素质评价纳入高考这一政策是新高考的一大亮点且已发布多年,但缘何迟迟不落地,通过梳理国家、省市、高校三个层面的政策文本,在PMC(Policy Modeling Consistency)指数模型的基础上,根据扎根理论研究方法,建立反映综合素质评价纳入高考政策特性的评价指标体系,同时绘制雷达图、曲面图及CONTOUR图对政策进行评价。根据评价结果分析,从政策文本和政策评价的角度可以得出当前综合素质评价纳入高考的政策迟迟不落地的缘由在于:政策衔接性不强、政策激励性不足、政策“空档”问题突出。基于此,提出了建立衔接度高、内容齐全的综合素质评价政策体系;丰富激励措施、调动政策各方积极性;完善综合素质评价政策实施细则与落实办法三项建议。 The policy of incorporating comprehensive quality evaluation into the college entrance examination is a highlight of the new college entrance examination and has been issued for many years,but why has it not been implemented?By sorting through the policy text at national level,provincial level,and university level,based on the PMC index model and the grounded theory research method,the evaluation index system reflecting the comprehensive quality evaluation into the characteristics of college entrance examination policy was established.Meanwhile,radar map,surface maps,and CONTOUR maps were drawn to evaluate the policy.According to the analysis of evaluation results,from the perspective of policy text and policy evaluation,it can be concluded that the reasons for the delay in incorporating comprehensive quality evaluation into college entrance examination are as follows:weak policy cohesion,insufficient policy incentive,and prominent policy "gap" problem.Based on this,three suggestion are proposed:establish a comprehensive quality evaluation policy system with high cohesion and complete contents;Enrich incentive measures and arouse the enthusiasm of all parties;improve the implementation rules and measures of comprehensive quality evaluation policy.
