某高校附属医院多部门协作纪检监督机制构建与实践探索

Construction and Practice of Multi-department Collaborative Discipline Inspection and Supervision Mechanism in University Affiliated Hospital

为弥补直线式管理模式组织松散的不足,进一步提升科室横向协作意识,在纪检监督体制革新的顶层设计背景下,加快推进以纪检监察工作高质量发展为引领,完善纪检监督体系建设为导向,促进医院健康发展新局面的形成为目标,在某高校附属医院纪检监察与监督工作中引入了矩阵式管理模式。针对医院内部廉政监督工作管理过程中可能存在的风险节点进行分析。通过建立纪检监察巡视工作长效机制、廉政专项培训等多元化监察形式,明确了部门间、科室内的监督与协作,促进了内涵式纪检监察工作长效化、常态化发展局面的形成,为学校着力打造“双一流”的办学宗旨及附属医院卫生事业的全面发展奠定了理论与制度基础。

In order to make up for the lack of loose organization of linear management mode and further enhance the awareness of horizontal cooperation among departments, under the top-level design background of discipline inspection and supervision system innovation, the matrix management mode was introduced into the discipline inspection and supervision work of a university affiliated hospital. The aim is to accelerate the high-quality development of discipline inspection and supervision work, improve the construction of discipline inspection and supervision system and promote the formation of a new situation of healthy development of the hospital. This paper analyzed the possible risk nodes in the management process of internal integrity supervision in hospitals. By establishing a long-term mechanism for discipline inspection and inspection, special training for clean government and other diversified forms of supervision, the supervision and cooperation between departments and departments have been clarified, which has promoted the formation of a long-term and normal development situation of connotative discipline inspection and supervision, and laid a theoretical and institutional foundation for the university to achieve the goal of building a "double world-class" university and the all-round development of health undertakings in affiliated hospitals.
