高校治理视域下纪委监督工作研究

Research on the Supervision of Discipline Inspection Commissions from the Perspective of University Governance

我国高校治理体系内部权力结构和关系如下:党组织纵向分级领导关系;党委、行政、学术、民主组织横向分工合作关系;决策、执行、监督三元权力主体分立制衡关系。审视高校纪委监督融入高校治理的现状,发现存在政治监督虚化泛化、对“一把手”和领导班子监督畏难、对权力运行“再监督”方法不足、各类监督不能贯通、监督成果运用不充分等问题。基于对高校内部权力架构、纪委监督工作现实困境的理性分析,提出把握纵向、横向、行为三维权力关系,做细做实政治监督;突破“一把手”及同级监督难点;丰富“权力运行再监督”方式;构建一体化监督体系;打造链条化治理机制的纪委监督融入高校治理等有效路径。

Internal power structure and relations of our university governance system present:Party organization longitudinal hierarchical leadership relationship;Horizontal division of labor and cooperation among Party committees,administrative,academic and democratic organizations;There is a balance relationship between the three powers of decision-making,execution and supervision.By examining the current situation of integrating the supervision of Discipline Inspection Commission into the governance of colleges and universities,it is found that there are some problems,such as the generalization of political supervision,the difficulty of the supervision of the“leader”and the leading group,the insufficiency of the“re-supervision”method of power operation,the inadequacy of various kinds of supervision,and the insufficiency of the application of supervision results.Based on the rational analysis of the internal power structure of colleges and universities and the realistic predicament of the supervision work of the discipline inspection commission,it is proposed to grasp the vertical,horizontal and behavioral three-dimensional power relations and do detailed and practical political supervision,break through the difficulties of“No.1 leader”and supervision at the same level,enrich the way of“re-supervision of power operation”,build an integrated supervision system,build a chain governance mechanism of discipline commission supervision into the governance of universities and other effective ways.
