反恐常态化背景下民众反恐教育体系的构建

摘要 反恐常态化背景下,需要构建民众反恐教育体系以提高民众反恐意识、培养民众基本的反恐能力。民众反恐教育体系包括教育主体、客体或对象、内容、手段等四要素,并具有以下特点:教育领导主体的一元性、教育执行主体的多重性和教育对象的广泛性;教育内容的基础性、全面性及针对性;教育方式的多样性;教育目的的明确性等。在民众反恐教育体系构建过程中可能产生多方面问题,因此需要重视法定反恐教育执行主体的责任,鼓励更多社会力量参与民众反恐教育体系建设,重视适度的安全意识教育,并使其与心理调适教育相平衡,开展规范教育,促进目标人群社会化进程,同时进行分层教育,合理评估体系构建效果。 In the regular prevention of terrorism,the public education system against terrorism should be set up to promote the community awareness and develop people’s basic capacity.The components of the system include the subjects,the objects,contents and means,with their respective characteristics.The educational subjects are under a unitarian guidance though in multiple forms,while the educational objects are extensive.The contents are fundamental,comprehensive and pertinent.The teaching methods are multiple.The objectives are targeted.There are various problems in the construction of the system.Therefore,the principal responsibility of educational subjects at law should be emphasized and the social organizations should be encouraged to participate in.The proper safety awareness and psychological adjustment should interact.The contents should include norms to promote the socialization of target people,and be conducted by different levels.The evaluation system should be in effect.
