摘要
近年来,贵州省R&D经费投入总量和投入强度持续增长,增速居全国前列,但投入总量在全国排位下降、投入强度与全国水平差距逐步扩大。基于此,从企业、高校院所和政府3个视角,分析制约贵州省R&D经费投入增长的深层次原因,并提出强化企业研发投入主体地位、引导高校院所积极开展研发活动、强化政府引导激励作用等对策建议。
In recent years,the total amount and intensity of R&D investment in Guizhou have continued to grow,and the growth rate ranks first in the country,but the total amount of investment has declined in the national ranking,and the gap between the investment intensity and the national level has gradually widened.Based on this,this paper analyzes the deep-seated reasons restricting the growth of R&D investment in Guizhou from the perspectives of enterprises,universities and research institutes,and the government,and then puts forward countermeasures and suggestions such as strengthening the main position of enterprise R&D investment,guiding colleges and universities to actively carry out R&D activities,and strengthening the role of government guidance and incentives.
