面向单轨制的我国电子文件管理政策法规建设:发展调查与推进策略

The Development of Electronic Records Management Policies and Regulations Oriented to Single-track System in China:Development Investigation and Promotion Strategies

政策法规建设是推进和保障单轨制进程的重点任务。文章通过文献调查与内容分析法,梳理总结我国单轨制导向的电子文件管理政策法规建设特征与核心主题现状,发现我国单轨制相关电子文件政策法规在建设协调性、内容刚性和前端管控规定等层面仍有较大提升空间。基于此,提出进一步完善的策略:构建协同发展的电子文件单轨制管理政策法规体系;进一步明确电子文件管理的单轨制转型方向;深化政策法规对文件管理活动的前端控制要求;立足业务驱动,实现多领域电子文件的广泛转型。

The development of policies and regulations is the key task to promote and guarantee the progress of single-track system.Through literature survey and content analysis methods,this article compares and summarizes the current situation of the development characteristics and core themes of China’s single-track oriented electronic documents management policies and regulations,and finds that there is still much room for improvement in China’s single-track related electronic documents policies and regulations at the levels of development coordination,content rigidity and front-end control regulations.Based on this,strategies for further improvement are proposed:building a single-track system of electronic records management policies and regulations featuring synergistic development;further clarifying the direction of the single-track system of electronic records management transformation;deepening the front-end control requirements of policies and regulations on records management activities;and realizing the extensive transformation of electronic records in multiple fields based on business-driven practices.
