摘要 为减少流域洪涝灾害造成的生命财产损失,围绕水利、生态环境、应急管理、住建等行业流域洪涝灾害治理需求,依托大数据技术解决流域洪涝灾害治理过程中存在的感知监测、预测预报、调度优选、决策预演难题,形成一套完整的流域洪涝灾害智能化决策引擎,包括流域水位识别引擎、流域洪水预报产流引擎、流域工程智能调度引擎、流域数字孪生决策引擎,实现智能感知、智能预报、智能调度、智能决策,从而助力增强流域数字治理能力,为数字防灾、数字兴利、数字强国提供有力支撑。 In order to reduce the loss of life and property caused by river basin flood disasters,focusing on the disaster management requirements of water conservancy,ecological environment,emergency management,housing construction and other industries,relying on big data technology to solve the problems of perception monitoring,prediction and forecasting,scheduling optimization,and decision-making rehearsal in the process of river basin disaster governance,a complete set of basin disaster intelligent decision-making engines are formed,including basin water level identification engine,basin flood forecasting production flow engine,basin engineering intelligent scheduling engine,basin digital twin decision-making engine,corresponding to the realization of intelligent perception,intelligent forecasting,Intelligent scheduling and intelligent decisionmaking help enhance the digital governance capabilities of river basins and provide strong support for digital disaster prevention,digital prosperity,and digital power.
