摘要
党的二十大报告指出,“建立生态产品价值实现机制,完善生态保护补偿制度。”就湖南而言,深入贯彻落实党的二十大精神,需要在推动绿色发展上持续发力,不断健全洞庭湖生态保护补偿制度。通过建立涵盖“一湖四水”的生态补偿体系、构建省际与省内结合的补偿协作架构、完善横向与纵向并行的补偿机制、形成多元主体参与的补偿格局等措施,加快推进洞庭湖流域高水平保护和高质量发展。
The report of the 20th National Congress of the Communist Party of China pointed out that"we will establish a value realization mechanism for ecological products and improve the ecological protection compensation system."As far as Hunan is concerned,to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China,we need to make continuous efforts to promote green development and constantly improve the ecological protection compensation system of Dongting Lake.We will accelerate the high-level protection and high-quality development of the Dongting Lake basin through the establishment of an ecological compensation system covering"one lake and four waters",the construction of an inter-provincial and intra-provincial compensation cooperation framework,the improvement of a horizontal and vertical parallel compensation mechanism,and the formation of a compensation pattern involving multiple entities.
