智慧城市与生态环境耦合协调分析——以长沙市为例

摘要 构建智慧城市与生态环境的综合评价指标体系,结合耦合度及耦合协调度模型,分析长沙市智慧城市与生态环境在2011—2019年耦合协调关系以及演变过程,利用灰色预测GM(1,1)模型对其2020—2023年耦合协调发展状况进行模拟。研究结果发现,智慧城市与生态环境发展呈现稳定上升趋势,且智慧城市发展水平高于生态环境水平;智慧城市与生态环境耦合度均分布在0.8~1,处于高水平耦合状态,耦合协调趋于上升发展状况,且到2016年已经达到初级协调状态,但是距离优质协调发展仍存在较大差距。2020—2023年长沙市智慧城市-生态环境耦合协调度预计将呈稳步上升趋势。未来,长沙市应坚持新发展理念,强化生态环境保护。 Exploring the coupling and coordination relationship between smart city and ecological environment can help promote the high-quality and sustainable development of regional economy.Taking Changsha City,Hunan Province as the research object,the mechanism of smart city and ecological environment coupling and coordination was analyzed firstly.A comprehensive evaluation index system of smart city and ecological environment was constructed,and the coupling and coordination relationship between smart city and ecological environment in 2011-2019 and the evolution process is analyzed by combining the coupling degree and coupling coordination degree model.Finally,the gray prediction GM(1,1)model was used to simulate their coupled and coordinated development from 2020 to 2023.The results of the study finds that the development of smart city and ecological environment show a stable upward trend,and the development level of smart city is higher than that of ecological environment.The coupling degree of smart city and ecological environment are distributed between 0.8 and 1,and are in a high level coupling state.The coupling coordination tends to rise in the development status,and has reached the primary coordination status by 2016,but there is still a large gap from the high-quality coordinated development.The coupling coordination degree of Changsha smart city-ecological environment in 2020—2023 is expected to show a steady upward trend.Corresponding suggestions based on the coupled and coordinated development of the two systems in Changsha City are put forward.
