摘要
现行只奖不罚、经济奖励低的编委激励约束机制无法有效解决学术期刊单位与编委之间的信息不对称问题和委托代理问题,致使学术期刊在高质量发展过程中面临编委学术实力不够和编委学术实力发挥不充分的双重困境。运用联合基数法设计编委糅合奖惩利益机制,追求净奖励最大化编委的最优策略是如实呈报其学术实力并尽其所能发挥其最大学术实力,从而充分发挥编委会学术功能,进而加快推进学术期刊高质量发展。
The current incentive and constraint mechanism for editorial board members with reward without penalty and low financial reward,cannot effectively solve the information asymmetry and principal-agent problems between academic journals and editorial board members,resulting in academic journals facing the double dilemma of insufficient academic strength of editorial board members and inadequate academic strength of editorial board members in the process of high-quality development.The optimal strategy for editorial board members is to report their academic strengths honestly and to maximize their academic strengths to the best of their ability,thus giving full play to the academic function of the editorial board and accelerating the high-quality development of academic journals.
