联合国教科文组织“教育能力发展计划”:回顾与前瞻 被引量:1

摘要 “教育能力发展计划”以提升发展中国家教育能力建设为核心,以助力发展中国家实现“教育可持续发展目标”为己任,是联合国教科文组织参与全球教育治理的主动尝试。该计划重点关注教育部门综合改革、培养生活和工作技能、培养高质量教师三个行动领域,在推动基础教育综合改革、支持教育数字化建设、注重职业技术教育和培训、关注弱势群体学习与发展、制定综合教师政策、更新教师培训内容等方面取得积极进展。“教育能力发展计划”也面临职业技术教育和培训亟需转型、教师政策制定和落实难以推进等挑战。面向未来,“教育能力发展计划”或将进一步延续包容合作的工作理念,抓住教育数字化转型的契机,重视弱势群体的持续发展。 The Capacity Development for Education Programme(CapED Programme)is a proactive attempt by UNESCO to participate in global education governance.It focuses on building educational capacity in developing countries and helping them to achieve the Education Sustainable Development Goals.The program focuses on three areas:reinforcing comprehensive reforms of educational sectors,cultivating skills for life and work,and improving teachers’quality.It has made positive progress in promoting comprehensive basic education reform,supporting the digitalization of education,focusing on vocational and technical education and training,caring for the learning and development of disadvantaged groups,formulating comprehensive teacher policies,and updating the contents of teacher training.The CapED Programme is also facing challenges such as the urgent need to transform vocational and technical education and training,and the difficulty in formulating and implementing teacher policies.In the future,the CapED Programme will further continue its philosophy of inclusion and cooperation,seize the opportunity of digital transformation of education,and focus on the sustainable development of vulnerable groups to meet new opportunities and challenges.
