高速铁路运输调度规则修订研究

Research on the Revision of High-speed Railway Transportation Dispatching Rules

近年来,我国高速铁路快速发展,铁路体制深化改革,运输组织不断优化,2017年发布实施的《铁路运输调度规则》(高速铁路部分)部分条款已不能完全适应运输调度工作的实际,需要修订。在分析修订必要性的基础上,研究确定修订的主要原则、主要内容和主要条款。通过修订,规范了CTC区段列车调度员作业、施工邻线限速等关键问题,完善了三级调度指挥体系,补充了信息化等调度基础内容,强化了调度作业安全,为调度日常运输生产指挥提供技术支撑。

In recent years,China's high-speed railway has developed rapidly,deepened the reform of the railway system,and constantly optimized the transportation organization.In 2017,some clauses of Railway transportation dis⁃patching rules(high-speed railway part)issued and implemented can no longer fully adapt to the actual work of trans⁃portation dispatching,and need to be revised.On the basis of analyzing the necessity of revision,the main revision principles,revision contents and revision clauses are studied and determined.Through the revision,the key issues such as train dispatcher operation and speed limit of adjacent lines in construction in CTC section are standardized,the three-level dispatching command system is improved,the basic content of dispatching such as informatization is added,the safety of dispatching operation is strengthened.This provides technical support for daily transportation and production command.
