建设项目压覆矿产资源评估方法实践探讨

A Practical Discussion on the Assessment Method of Overlying Mineral Resources in Construction Projects

近十年来,因建设项目压覆矿产资源引发的民事纠纷时有发生,在开展建设项目压覆矿产资源评估工作过程中,因评估机构仅从地质技术方面进行评估,尚未考虑建设项目相关的规范、条例规定,使用依据不充分,采用的压覆矿产资源量计算方法、指标、参数有误,致使评估结论错误;笔者以某公司所属的输电线路工程是否压覆某煤矿煤炭资源及资源数量评估为例,阐述建设项目压覆矿产资源评估方法,提出压覆矿产资源评估工作中应注意的问题,探讨解决办法,对同类型建设项目压覆矿产资源具有重要的参考价值。

In the past decade,civil disputes caused by the overlying mineral resources of construction projects have occurred from time to time.In the process of carrying out the assessment of the overlying mineral resources of construction projects,the assessment institutions only made the assessment from the aspects of geological technology,and did not consider the relevant norms and regulations of construction projects.The basis of use was insufficient,and the calculation methods,indexes and parameters of the overlying mineral resources used were wrong,which causing the wrong evaluation conclusion.Taking a power transmission line project belonging to a company overlaps coal resources of a coal mine and the evaluation of resource quantity as an example,the author expounds the assessment method of overlying mineral resources of construction projects.This paper presents the problems that should be paid attention to in the assessment of overlying mineral resources,and discusses the solutions,which have important reference value for the same type of construction projects overlapped mineral resources.
