脱贫攻坚与乡村振兴有效衔接的对策研究

Research on the Effective Connection between Poverty Alleviation and Rural Revitalization

推动巩固脱贫攻坚成果与乡村振兴有效衔接,是中国共产党开启全面建设社会主义现代化国家进程中作出的重大战略部署,也是党关于“三农”工作重心的历史性转移,对加快推进农业农村现代化,实现全体人民共同富裕,实现中华民族伟大复兴的中国梦具有重大意义。从脱贫攻坚与乡村振兴相互衔接的内涵出发,分析两者之间的辩证关系及衔接基础,对我国脱贫攻坚与乡村振兴衔接现状存在的问题进行了总结,主要包括机制衔接的延续性较差、脱贫成果的长效性较弱、产业发展的稳定性不强、基层组织的影响力不够、公共服务的保障度不足等五个问题,进而提出了健全政策衔接机制、构建脱贫巩固机制、优化产业发展模式、加强农村基层党建和提升公共服务保障五个方面的对策建议。

It is a major strategic plan made by the Communist Party of China in the process of comprehensively building a modern socialist country to effectively link the achievements in poverty alleviation with rural revitalization.It is also a historic shift in the focus of the Party’s work on agriculture,rural areas and farmers,and is of great significance to accelerating the modernization of agriculture and rural areas,realizing common prosperity for all the people,and realizing the Chinese Dream of the great rejuvenation of the Chinese nation.Based on the connotation of the connection between poverty alleviation and rural revitalization,this paper analyzes the dialectical relationship and the basis of the connection between the two,and summarizes the existing problems in the connection between poverty alleviation and rural revitalization.It mainly includes five problems:poor continuity of mechanism connection,weak long-term effect of poverty alleviation,weak stability of industrial development,insufficient influence of grassroots organizations,and insufficient guarantee of public services.And then put forward five aspects of perfecting policy cohesion mechanism,building poverty alleviation and consolidation mechanism,optimizing industrial development mode,strengthening rural grassroots party building and improving public service guarantee.
