Digital Governance of German Universities:Development,Experiences and Insights

德国大学数字治理历经三个发展阶段,在不断演化的过程中建构出“技术-组织-环境”的治理框架。近年来,德国大学数字治理在技术、组织、环境层面继续推进,并积累了一些独特的发展经验:在技术层面,打造全流程“数字校园”,促进大学内外部数据流动;在组织层面,搭建多元协同治理架构,建设数字治理专业人才队伍;在环境层面,完善制度和法律框架,提升数字治理的执行力和安全度。德国的发展经验显示,大学的数字善治离不开技术、组织、环境因素的均衡发展和互动作用,这为我国推进大学数字治理提供了有益的启示。

The digital governance of German universities has gone through three stages of development,and the"technology-organization-environment"governance framework has been constructed in the process of continuous evolution.The digital governance of German universities in recent years continues to advance at the technological,organizational and en-vironmental levels,and has accumulated some unique experiences:At the technological lev-el,a"digital campus"for the whole process has been created,and the flow of internal and external data has been promoted;at the organizational level,German universities build plu-ralistic and collaborative governance structures and teams of digital governance profession-als;at the environmental level,the government improves the institutional and legal frame-work,so that the implementation of digital governance has been enhanced.The experience of German universities shows that the good digital governance of universities cannot be achieved without the balanced development and interaction of technical,organizational and environmental factors,which also provides useful insights for promoting digital governance of universities in China.
