农村居民生活垃圾分类行为与意愿悖离研究--基于制度约束与社会规范的视角

Research on the deviation between rural residents’willingness and behavior of domestic waste classification from the perspective of institutional constraints and social norms

现实中一些农村居民具有生活垃圾分类意愿,行为却与之悖离,阻碍农村生活垃圾分类治理进程。基于外部性理论,从制度约束与社会规范两个维度,构建了农村居民生活垃圾分类行为与意愿悖离的经济学分析框架,并利用太湖流域调研数据进行实证检验,进一步分析个体感知与邻里关系的中介作用,最后讨论了农村居民生活垃圾分类的异质性问题。结果表明:1)制度约束、社会规范均可以降低农村居民生活垃圾分类行为与意愿悖离的可能性,但制度约束的效果优于社会规范。2)从影响路径看,个体感知并未发挥中介作用,而邻里关系存在部分中介效应。3)异质性分析发现制度约束与社会规范对不同年龄、学历的农村居民影响不同。文中研究为优化农村生活垃圾分类治理策略提供理论依据与实践参考。

In reality,some rural residents have the willingness to classify domestic waste,but their behavior is contrary to it,which hinders the process of classification and treatment of rural domestic waste.Based on the externality theory,from the two dimensions of institutional constraints and social norms,we construct an economic analysis framework for analyzing the contradiction between the behavior and willingness of rural residents'domestic waste classification,and make an empirical test by using the micro survey data of Taihu Lake basin.It also analyzes the intermediary role between individual perception and neighborhood relationship.Finally,the heterogeneity of rural residents is discussed.The results showed that:1)Both institutional constraints and social norms could reduce the possibility of deviation between waste sorting behavior and intention of rural residents,but the effect of institutional constraints is superior to social norms.2)From the perspective of influence path,individual perception does not play a mediating role,but neighborhood relations have some mediating effects.3)Heterogeneity analysis finds that institutional constraints and social norms have different effects on rural residents with different ages and educational backgrounds.This study provides theoretical basis and practical reference for optimizing the classification and treatment strategy of rural domestic waste.
