“双碳”目标下省域能源转型路径分析--以浙江省为例

Analysis of Provincial Energy Transformation Path under the"Dual Carbon"Goals-Take Zhejiang as an Example

为推动碳达峰碳中和目标下(以下简称“双碳”目标)浙江省能源转型,对浙江省能源发展变化趋势以及其他国家和地区能源发展情况进行比较分析,探索符合省情的能源转型路径。结果表明:浙江省能源对外依存度高,消费结构向低碳化发展缓慢,在清洁能源和节能方面发展空间大。建议强化顶层设计,建立完备的能源转型战略规划、政策法规、监管机制,推进产业结构优化升级,提高煤炭清洁利用水平,大力发展清洁能源,积极安全有序发展核电,构建多元化能源体系。

In order to promote Zhejiang's energy transformation under the carbon peaking and carbon neutrality goals(referred to as"dual carbon"goals),this paper compared and analyzed the energy development in Zhejiang and other countries and regions,to explore energy transformation path that aligns with provincial situation.The results show that Zhejiang's import dependence is heavy,consumption structure developed slowly towards low carbon,and Zhejiang has a large space for development in clean energy and energy saving.It is suggested that strengthen top-level design,establish a comprehensive energy transformation strategic plan,policy regulations,and regulatory mechanism,optimize and upgrade industrial structure,improve clean coal utilization,vigorously develop clean energy,actively develop nuclear power through a safe and orderly approach to build a diversified energy system.
