摘要
为更好发挥新型储能作为实现碳达峰碳中和目标的关键技术作用,从新型储能的基本概念和主要特征阐释出发,在梳理当前推动新型储能发展政策体系的基础上,分析得出新型储能发展面临的主要困难和问题。结果表明,当前新型储能存在投资成本较高、缺乏相应的技术标准和行业标准、上下游产业链条尚不完备、潜在的安全风险较明显等方面发展瓶颈。加快推进新型储能发展,要从建立健全市场化发展机制、构建规范化发展的标准体系、推动全产业链平稳健康发展和保障建设运营各方面全过程安全等方面着手,加大对新型储能的科普宣传和推广应用力度,完善法律法规和政策制度体系,提高政策的精准性和有效性,打好促进新型储能发展“组合拳”。
In order to better play the role of new energy storage as the key technology to achieve the goal of carbon peak and carbon neutrality,starting from the interpretation of the basic concept and main characteristics of new energy storage,on the basis of combing the current policy system to promote the development of new energy storage,the main difficulties and problems faced by the development of new energy storage are analyzed.The results show that there are four bottlenecks in the development of new energy storage,such as high investment cost,lack of corresponding technical standards and industry standards,incomplete upstream and downstream industrial chains,and high probability of potential safety risks.To accelerate the development of new energy storage,efforts should be made to establish a sound market-oriented development mechanism,establish a standardized development standard system,promote the stable and healthy development of the entire industry chain,and ensure the safety of all aspects of construction and operation.Efforts should be made to promote the popularization of science and promote the application of new energy storage,improve laws,regulations,and policy systems,and improve the accuracy and effectiveness of policies,make a good combination of efforts to promote the development of new energy storage.
