城乡空间智慧治理视角下的社区生活圈构建探索

Exploration of community life circle development under the intelligent urban-rural spatial governance perspective

在国土空间规划和多规合一改革的背景下,“城乡治理”呈现出城市和乡村中由社会治理向空间治理的转向。社区生活圈以社区空间为治理对象,通过优化空间治理逻辑,构建空间治理体系,促进实现便利可达的城乡生活,智慧治理是其中的重要一环。文章以长宁区北新泾街道和青浦区赵巷镇中步村为例,分析“15分钟社区生活圈”和“乡村社区生活圈”的构建路径和智慧治理体系,对比城乡空间在这一治理语境下的异同,探索智慧化的社区生活圈构建如何促进城乡公共空间优化、功能配置完善和治理模式形成。该研究从城乡空间治理体系出发,以实践案例为分析对象,以经验总结和路径归纳为主要分析手法,得出以智慧治理促进社区生活圈构建的方式,从而进一步促进实现优化空间规划体系,提升治理能力,实现“人民城市”理念下社区生活圈发展的目标。

In the context of territorial spatial planning and the integration of multiple plans,urban-rural governance presents a shift from social governance to spatial governance in both urban and rural areas.The community life circle focuses on community spaces as the subject of governance,promoting convenient and accessible urban-rural living by optimizing spatial governance logic,constructing spatial governance systems,and creating spatial governance models in which intelligent governance plays a vital role.This article uses the Beixinjing Subdistrict in Changning District and Zhongbu Village in Zhaoxiang Town,Qingpu District as examples,analyzing the construction paths and intelligent spatial governance systems of the 15-minute community and rural community life circles.It compares the similarities and differences between urban and rural spaces in this governance context,exploring how the intelligent construction of community life circles promotes the optimization of urban and rural public spaces,improvement of functional configuration,and the forming of governance models.Starting with the urban-rural spatial governance system,this study uses practical cases as the objects of analysis,experience summarization,and path induction as the main analytical methods.It concludes that intelligent spatial governance promotes the construction of community life circles,further promoting the optimization of the spatial planning system,enhancing governance capabilities,and achieving the goals of community life circle development under the concept of the“People’s City”.
