北仑港岸线集约化利用途径探究

Study on the intensive utilization of Beilun Port shoreline

我国进入高质量发展阶段,岸线资源有重要的生态功能和资源开发价值,陆海统筹视角下的资源节约集约利用是贯彻新发展理念的重要举措。以北仑港为例,通过目视解译和实地调查分析港区岸线资源利用现状,从社会经济和生态两个维度构建港区岸线资源潜力评价体系,并运用Fragstats、ArcGIS进行景观指数、核密度和加权叠加分析,评估港区岸线资源利用潜力及存在问题。结果表明,北仑港岸线利用以工矿仓储岸线和港口岸线为主,临港产业中西部多,东部稀少,且不同岸线类型在各潜力分区中所占比重各不相同;因地形、交通、开发历史等因素,高开发潜力区主要集中在中西部、中东部和大榭岛,以港口岸线、生活类岸线和少量的工矿仓储岸线为主;中低开发潜力区主要分布于北仑港区西部、东部和大榭岛东部,港区最东边的峙头岸线开发潜力很低,低效用地成为制约区域发展的一个重要瓶颈。结合陆海统筹战略和建设世界一流港口的要求,践行海岸带土地综合整治理念,提出北仑港岸线资源更高效集约利用新模式。

China has entered a stage of high-quality development,shoreline resources have important ecological and resource development value,and the economical and intensive use of resources is an important measure for implementing new development concepts.Taking Beilun Port as an example,the status of shoreline resource utilization was analyzed through visual interpretation and field surveys.Simultaneously,an evaluation system of shoreline resource potential was constructed from socio-economic and ecological dimensions.Landscape index,kernel density,and weighted overlay analyses were conducted using Fragstats and ArcGIS to evaluate the potential for shoreline resource utilization and the problems to be optimized.The results show that the shoreline utilization of Beilun Port is mainly industrial with a port and mining warehousing shoreline.The port industry is more in the middle and west and less in the east,and the proportion of different shoreline types in each potential zone is different.Among them,owing to topography,traffic,development history,and other factors,the high development potential area is mainly concentrated in the central,western,central,and eastern parts of Daxie Island Beilun Port,mainly on the port shoreline,living shoreline,and a small amount of industrial and mining storage shoreline.Low and medium development potential areas are mainly distributed in western and eastern Beilun Port and the eastern part of Daxie Island;the easternmost standoff of the port has very low shoreline development potential,and low-utility land has become an important bottleneck limiting regional development.Finally,combined with the land and sea integration strategy and the requirements for building a world-class port,the concept of comprehensive coastal zone land improvement was implemented,and a new model for more efficient and intensive utilization of Beilun Port shoreline resources was proposed.
