摘要
同行评估是中小学学校评估中的一种重要评估方法,其评估理念介于在绩效问责的外部评估和学校改进的内部评估之间,成为学校评估中取内外部评估之长,补内外部评估之短的“第三条道路”。英国是同行评估应用最早且最广泛的国家,其同行评估模式具有以下特点:借用外部评估标准,评议组成员开展能力建设,建立真诚互信的合作伙伴关系,以学校持续改进为唯一目标,重视回访评估。同行评估在英国中小学校改进中发挥了积极作用,其评估理念和运行机制具有启示与借鉴意义。
School peer review in primary and secondary school evaluation is an important school evaluation approach,whose idea lies between the accountability oriented external evaluation and school improvement oriented internal evaluation.School peer review has become the“Third way”of school evaluation which takes advantages of external and internal evaluations,and avoids the disadvantages of external and internal evaluations.UK is the country which put school peer review evaluation into practice from the early age,and school peer review evaluation has become one of the most prevailing school evaluation model with following features:Employing external evaluation protocol,building capacities of peer reviewers,constructing trusty cooperative partnership,setting school improvement as the only goal and emphasizing on return visit evaluation.School peer review plays positive role in school continuous improvement,whose evaluation concept and operation mechanism have enlightenment and reference significance.
