城乡融合发展中的不确定性风险及其治理

城乡融合发展是巩固脱贫攻坚成果、衔接乡村振兴的重要抓手,也是推进国家治理现代化的有力举措。近年来,城乡融合发展的“确定性—不确定性”张力不断激化,主体参与、空间融合、要素流动、治理体系等层面的不确定性不断增长,甚至可能推动城乡融合发展步入一种“不确定性”的情境中,使得各种发展机遇与不确定性风险挑战并存。“不确定性”提供了理解城乡融合过程中风险生成和演化的重要视角。对此,亟须以“不确定性”为导向,强化城乡融合发展过程中多元主体的共同体意识,重构城乡空间秩序,引导要素有序流动,夯实协同治理体系,以化解不确定性风险,有序推动城乡融合发展进程,促进乡村振兴实践。

Integrated urban and rural development is an important approach to consolidate the achievements in poverty alleviation and connect rural revitalization.It is also a powerful measure to promote the modernization of state governance.In recent years,the“certainty-uncertainty”tension in the integrated development of urban and rural areas has been intensified,and the uncertainty in the aspects of main participation,spatial integration,factor flow and governance system has been growing,even pushing the integrated development of urban and rural areas into a situation of“uncertainty”,where various development opportunities coexist with new risks and challenges.“Uncertainty”provides an important perspective to understand the emergence and progression of risks in the process of urban-rural integration.Therefore,it is urgent to take“uncertainty”as the guidance,strengthen the sense of community among multiple subjects in the process of urban-rural integrated development,reconstruct the spatial order of urban and rural areas,guide the orderly flow of factors,and strengthen the collaborative governance system,so as to resolve uncertainties and risks,orderly promote the process of urban-rural integrated development,and promote the practice of rural revitalization.
