基层检察机关案件质量评查工作的现状及完善--以B市C区人民检察院的工作实践为样本

The Current Situation and Improvement of Case Quality Evaluation for the Grass-roots Procuratorate——Taking the Work Practice of the People's Procuratorate of C District in B City as Sample

案件质量评查是提升基层检察机关案件质量的重要制度,B市C区人民检察院通过优化细化案件质量评查工作制度,强化案件质量评查工作队伍建设和评查结果的综合运用,实现了案件质量评查工作的价值延伸。当前,基层检察机关的案件质量评查工作还存在评查机制有待进一步细化、评查队伍建设有待进一步强化以及评查结果价值有待进一步发挥的问题。为解决上述问题,建议在规范运用层面完善案件质量评查制度,在评查队伍上强化人员配置,进一步发挥案件质量评查工作的制度价值,促进检察机关案件办理质量全面提升。

The case quality evaluation is an important system to improve the case quality of the grassroots procuratorate.The People's Procuratorate of C District in B City has realized the value extension of the case quality evaluation by optimizing and refining the case quality evaluation system,strengthening the construction of the case quality evaluation team and the comprehensive application of the evaluation results.At present,there are still some problems in the case quality evaluation of the grass-roots procuratorate,for example,the evaluation mechanism needs to be further refined,the construction of the evaluation team needs to be further strengthened,and the value of the evaluation results needs to be further developed.In order to solve these problems,it is suggested to improve the case quality evaluation system at the normative application level,strengthen the staffing of the evaluation team,further utilize the institutional value of the case quality evaluation,and promote the overall improvement of the case quality of the procuratorate.
