碳达峰目标下“区域重点用能企业节能降碳路径”研究模式探究——以上海市嘉定区为例

Research on the Research Mode of"Energy Saving and Carbon Reduction Paths for Regional Key Energy Consumption Enterprises"under the Carbon Peak Goal——Take a District or County in East China as an Example

在国家“双碳”政策的大背景下,各省市都已陆续出台“碳达峰行动方案”,因而应尽早研究并确定区域内“重点用能企业”节能降碳工作的方向和路径,对地区“碳达峰”目标的如期实现十分关键。本文以上海市嘉定区为例,从“能耗现状梳理、碳排规模核算、指标体系确立、企业现状调研”4个模块入手,探讨性地提出一套研究模式,为其他类似区域研究制定“重点用能企业”节能降碳工作路径提供参考。

In the context of the national“dual carbon”policy,various provinces and cities have successively introduced“carbon peak action plans”to study and determine the direction and path of energy conservation and carbon reduction work for“key energy consuming enterprises”in the region as soon as possible,which is crucial for the timely realization of the regional“carbon peak”goal.This article takes Jiading District,Shanghai as an example,starting from the four modules of“sorting out the current energy consumption situation,calculating carbon emissions scale,establishing indicator systems,and conducting research on enterprise status”,explores and proposes a research model,providing reference for other similar regions to study and develop energy-saving and carbon reduction work paths for“key energy consuming enterprises”.
