乡村振兴背景下云南林下经济高质量发展路径研究

Study on the Path of High-quality Development of Under-forest Economy in Yunnan under the Background of Rural Revitalization

林下经济是减小云南山区和坝区经济社会发展不平衡的重要途径,林下经济高质量发展能够为实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接提供有力支撑。在界定云南林下经济高质量发展内涵的基础上,系统梳理云南省林下经济在政策支持、资金投入、生产体系、产业体系、经营体系及科技支撑方面存在的问题,建议完善制度设计,构建多元化投入机制,补齐基础设施短板,延链补链强链,构建现代经营体系,加大创新驱动,促进云南林下经济高质量发展。

The under-forest economy plays an important role in reducing the imbalance of economic and social development in mountainous and dam areas of Yunnan Province,and the high-quality development of under-forest economy can provide strong support for the effective connection between consolidating and expanding the achievements of poverty alleviation and Rural Revitalization.We defined the connotation of high-quality development of under-forest economy in Yunnan,and systematically sorted out the problems such as policy support,capital investment,production system,industrial system,management system and scientific and technological support of the undergrowth economy.For promoting the high-quality development of understory economy in Yunnan,we proposed to improve the system design,build a diversified investment mechanism,make up for the shortcomings of infrastructure,extend and strengthen the chain,build a modern business system and increase innovation drive.
