泰州地区新型农业经营主体培育与规范发展研究

Research on the Cultivation and Standardized Development of New Agricultural Operators in Taizhou

2021年中央一号文件指出要“推进现代农业经营体系建设”,通过实施家庭农场培育计划、鼓励发展多种形式适度规模经营、发展壮大农业专业化社会化服务组织等举措,突出抓好家庭农场和农民合作社两类经营主体建设,实现把农业规模经营户培育成有活力的家庭农场,并推进农民合作社质量提升的主要目标。通过对泰州区域内各类新型农业经营主体,以及小农户、农业经济领域专家、农村管理组织等进行调研,运用科学的研究方法,梳理了泰州地区新型农业经营主体的建设现状,指出了其中存在的主要问题,同时提出促进新型农业经营主体培育与规范发展的对策建设,这对促进农业提质增效,带动农民增收致富具有一定的指导价值;对实现乡村振兴的落地生根,加速农业农村现代化进程具有一定的现实意义。

The No.1 Document of the Central Committee of the Communist Party of China 2021 demonstrates that“the construction of a modern agricultural management system should be promoted”,through the implementation of the family farm cultivation plan,the encouragement of developing various forms of moderate-scale operation,the development and expansion of specialized and socialized service organizations for agriculture,and other measures,the construction of family farms and farmers’cooperatives two types of operating entities have been highlighted,which cultivating agricultural scale operators in to dynamic family farm,and promoting the quality of farmers’cooperatives.By conducting research on various new agricultural operators in the Taizhou region,as well as small-scale farmers,experts in the field of agricultural economics,rural management organizations,etc.,this paper also reviews the current situation of the construction of new-type agricultural operators in Taizhou,with scientific research methods,it points out the main problems existing in the construction,and puts forward some countermeasures for promoting the cultivation and standardized development of new-type agricultural operators,which can improve the quality and efficiency of agriculture,the paper also has certain guiding value to increase farmers’income and make them rich,and provides certain practical significance to realize rural revitalization and to accelerate the process of agricultural and rural modernization.
