互动式治理:社区公共服务的共同生产机制--以天津市朝阳里社区为例

Interactive Governance:Co-production Mechanism in Community Public Services--A Case of Chaoyangli Community in Tianjin

共同生产是解决社区公共服务中公众需求多样性和政府资源供给有限性矛盾的应然选择。已有研究侧重于对共同生产功能的分析,缺少对其互动过程与机制的关注。以天津市朝阳里社区为例,通过构建“价值-资源-互动”分析框架,来剖析社区公共服务共同生产的内在机制。社区公共服务共同生产是一种以志愿者组织为主体、居委会进行组织、党员下沉进行制度引领与志愿服务力量补充的公共服务生产模式。该模式基于公共价值共生、资源吸纳整合与互动式行动网络三重路径生成,是一种以社会为基础、行政起支持,高度强调行政与社会力量互补嵌入的互动式治理模式。社区公共服务的共同生产机制为我国社区公共服务效能提升提供了有益参考。

Co-production is the natural choice for resolving the contradiction between diverse public demand and limited government resources supply in community public services.Existing studies have focused on the analysis of its function,while little attention has been given to the interactive process and mechanism.This paper constructed an analytical framework of "value-resource-interaction"to illustrate the co-production process of community public services.Through the case of Chaoyangli Community in Tianjin,we found that the co-production of community public services is a production model in which volunteer organizations serve as the main body,residents'committees organize,and CPC members sent to residential communities contribute through institutional guidance and the volunteer services provide supplementary power.The mechanism was generated through the public value symbiosis,absorption and integration of resources,and interactive action network.It was interactive governance based on society,supported by the administration,and highly complementary integration of administrative and social forces.It provides a useful reference for improving the efficacy of community public service.
