社区治理“低水平锁定”困境及破解之道--以F市X街道为例

The Dilemma of“Low-Level Locking” in Community Governance and the Way to Solve It--Take X Street of F City as an Example

运用非均衡治理理论分析F市X街道的社区治理实践能够发现其中存在“低水平锁定”困境:社区治理过程中“供给-需求”非均衡、多元主体之间的协同有待强化、基层权责非均衡等问题,使得社区治理锁定于低水平状态。社区治理过程中的“低水平锁定”困境主要归因于居委会、业委会尚未在社区治理过程中发挥应有作用。其具体成因是治理主体角色定位模糊;治理主体自身及之间非均衡;协同环境不良导致协同水平较低。社区治理中“低水平锁定”困境的解决需要通过明晰治理主体的角色定位、降低治理主体非均衡程度,以及优化社区治理过程中的协同环境等途径来实现。

Applying the theory of unbalanced governance to analyze the community governance practice of X Street in F City,we can find that there are“low-level locking”problems:the“supply-demand”imbalance in the process of community governance,the coordination between multiple entities needs to be strengthened,and the imbalance of power and responsibility at the grassroots level locks the community governance at a low level.The“low level locking”problem in the process of community governance is mainly attributed to the fact that the neighborhood committee and the owner committee have not played their due role in the process of community governance.Specific causes include the role of governance subject is vague;The governance subjects themselves and among themselves are not balanced;Poor collaborative environment leads to low level of collaboration.The way to solve the problem of“low-level locking”and enhance the modernization process of community governance from the perspective of unbalanced governance is to clarify the role of the governance subject;Reduce the degree of disequilibrium of governance subjects;Optimize the collaborative environment in the process of community governance.
