公众参与对环境治理绩效的影响——基于空间杜宾模型的分析

The Impact of Public Participation on Environmental Governance Performance:Analysis Based on SDM

基于2011—2020年中国省级面板数据,运用空间面板杜宾模型,分析制度型、非制度型公众参与对环境治理绩效的影响,并区分污染物类型的不同,进行异质性分析。结果表明:(1)总体看制度型公众参与对综合污染治理绩效会具有正向的直接效应而无间接效应。(2)分污染类型看,制度型公众参与对废气污染治理绩效具有显著正向的直接效应和间接效应,而对废水污染治理绩效、固体废弃物治理绩效无显著直接、间接效应。(3)非制度型公众参与对各类污染治理绩效均没有显著直接、间接效应。(4)其他影响因素方面,经济发展水平对污染治理绩效的直接效应呈U型关系;第二产业比重上升抑制了污染治理绩效的提升;对外开放度、城镇化率、教育水平都与本地区污染治理绩效呈正相关关系;而财政环保支出对污染治理绩效没有显著影响。

Based on the provincial panel data from 2011 to 2020,this paper analyzes the influences of institutional and non-institutional public participation on environmental governance performance by Spatial Durbin Model.This paper also examines the heterogeneous effect of public participation on different types of pollutants.The results show that institutional public participation has a positive direct effect without indirect effect on the performance of pollution control.Further examines show that institutional public participation has significant positive direct and indirect effects on the control of waste gas but has no impacts on wastewater and solid waste.There are not significant influences between non-institutional public participation and different types of pollution control.A U-type relationship of direct effect between economic development and pollution control performance is found.The increase of secondary industry proportion is unfavorable to pollution control.Other factors,such as market openness,urbanization and education,have positive impacts on the performance of pollution control which has no relation with fiscal expenditure of environment.
