Basic Features and the High-Quality Development Path of the Modernized Capital Metropolitan Area

基于首都都市圈的现代化战略和使命,讨论了有序疏解非首都功能、建设高端国际消费城市、巩固金融中心地位、优化两翼空间格局、推进高水平开放的新发展特征;分析了首都都市圈高质量发展仍面临的新挑战,即与京津冀其他城市协同度有待提高、产业结构转型需要规划、创新和基建受到资金约束、大城市病亟待根治、对外开放和连接水平相对不足等。在此基础上,从协调、创新、共享、绿色和开放发展的角度,提出了以空间一体化、数字经济、消费和金融发展、公共服务建设和对外联通体系为依托的首都都市圈高质量发展的战略构想。

Based on the modernization strategy and mission of the capital metropolitan area,the new development features of orderly relocation of non-capital functions,construction of a highend international consumer city,consolidation of the financial center status,optimization of the spatial pattern of the two wings,and promotion of high-level opening up were discussed.This paper analyzes the new challenges that the high-quality development of the capital metropolitan area would face,including the need to improve coordination with other cities in the Beijing-Tianjin-Hebei region,the planning of industrial structure transformation,constraints on innovation and infrastructure due to funding shortages,urgent need to cure the ills of big cities,and relatively inadequate levels of openness and connectivity.Based on this,a strategic concept for the high-quality development of the capital metropolitan area is proposed from the perspectives of coordination,innovation,sharing,green development and openness,relying on spatial integration,digital economy,consuming and financial development,public service construction and external communication systems.
