基于投入产出表的京津冀产业协同发展水平测度

The Measurement of the Coordinated Development of Beijing-Tianjin-Hebei Industries Based on the Input-Out Table

通过使用省内和省际投入产出表数据,从产业布局、产业分工和产业联系与融合等多个方面进行测算发现:北京非首都功能疏解取得显著进展,“科技创新中心”的定位凸显,但部分制造业产能仍有待疏解;天津高端制造生产与研发迅猛发展,但需要重视产业竞争问题;河北积极承接京津产业转移,但与京津两地的产业融合水平有待进一步提高。因此,北京需要进一步发挥研发中心的区域内龙头带动作用;天津需要加强与北京的产业互补,同时实现市内各区的差异化发展;河北需要大力推进产业转型升级,融入京津的高端产业链。

Using intra provincial and inter provincial input-output table data,calculations were conducted from multiple aspects such as industrial layout,industrial specialization,and industrial connections and integration.The results show that there is significant progress in the decontamination of non-capital functions in Beijing,with a prominent positioning as a“technology innovation center”.However,some manufacturing capacity still needs to be decontaminated.Tianjin's high-tech manufacturing production and research are developing rapidly,but the government should pay attention to industrial competition.Hebei undertakes the transfering of industries from Beijing and Tianjin,but the level of industrial integration with Beijing and Tianjin needs to be further improved.Therefore,Beijing should play a further role of the R&D center in the region;Tianjin should strengthen its industrial complementarity with Beijing,while working on the differentiated development of various districts in the city;Hebei should give great impetus to industrial transformation and upgrading,so as to integrate into the high-tech industrial chain of Beijing and Tianjin.
