论社会工作参与重大突发公共卫生事件治理——以新冠肺炎疫情防控为例

On the Participation of Social Work in the Treatment of Major Public Health Emergencies:with COVID-19 Prevention and Control as an Example

重大突发公共卫生事件的治理,如新冠肺炎疫情需要发挥社会工作等社会力量的作用。社会工作在重大突发公共卫生事件治理中具有提供专业服务、信息联通、资源链接、政策倡导等方面的专业优势,社会工作介入重大突发公共卫生事件治理,可以扩大服务范围的广度、增加服务内容的深度、加快服务供给的速度、增强服务过程的温度。针对社会工作介入重大突发公共卫生事件所面临的角色定位不清晰、缺乏制度化的资源链接渠道、应急能力有限、公信力不高等问题。指出要明确社会工作的角色定位、加强资源链接平台建设、提升社会工作机构的应急能力、增强社会工作的公信力。

The treatment of major public health emergencies such as COVID-19 requires the participation of social work and other social forces.Social work has the advantage of providing professional services,information sharing,resource links,and policy advocacy in the major public health emergency treatment.And social work is able to expand the service scope,deepen the service depth,accelerate the service speed,and enhance the service warmth.In order to solve the problems of unclear role positioning,lack of institutionalized resource link channels,limited emergency response capacity,and low credibility,this paper points out that it is necessary to clarify the role of social work,strengthen the construction of resource link platform,improve the emergency response ability of social work institutions,and enhance the credibility of social work.
