环境影响评价中碳排放评价工作的问题与对策研究

Research on the Problems and Countermeasures of Carbon Emission Assessment in Environmental Impact Assessment

随着碳中和、碳达峰目标的提出,为充分发挥环境影响评价的源头防控作用,多地将碳排放评价纳入了环境影响评价。根据碳排放评价的基本内容及要求,对环境影响评价工作中存在的碳排放评价问题进行分析,并提出对策建议,通过统一碳排放核算方式、建立监测体系、健全碳排放标准以及建立碳排放总量控制,提升碳排放管理效率,以期早日实现碳达峰、碳中和目标。

Along with the goal of carbon neutrality and carbon peaking in order to play to the source prevention and control role of environmental impact assessment,some provinces have made carbon emission assessment incorporated into environmental impact assessment.Studies the current status of carbon emission assessment in China,and proposes several problems existing in the current carbon emission assessment.The results show that China's current carbon emission basic data is lacking,the carbon emission assessment indicators are not clear,and the carbon emission assessment and policies are poorly connected.In response to the above problems,proposes some countermeasures and suggestions,unify carbon emission accounting methods,establish monitoring systems,improve carbon emission standards,and establish total carbon emission quantity control.
