边疆非传统安全治理的价值支点——人民安全与国家安全的辩证统一

THE VALUE FULCRUM OF NON-TRADITIONAL SECURITY GOVERNANCE IN THE FRONTIER AREAS:The Dialectical Unity of Human Security and National Security

边疆在整个国家安全战略中具有重要地位。在全球化、信息化时代,随着“一带一路”建设的推进,中国在由区域性大国向世界性大国迈进的过程中,国家利益也在不断拓展。中国边疆不仅面临着领土完整和主权统一等传统安全威胁,也面临诸多非传统安全威胁的挑战。新形势下,只有以总体国家安全观为指导,确立以人民安全与国家安全辩证统一为边疆非传统安全治理的价值支点,以国家安全为分界点,安全治理向内下沉至人的安全、社会安全,向外拓展至周边安全、区域安全、国际安全与人类安全,才能有利于为边疆非传统安全治理的“选择性安全化”提供价值排序参照,对非传统安全问题进行科学、适度与合理的治理。

Frontier areas possess important poisitions in the whole nation's security strategy.In the era of globalization and informatization,with the development of The Belt and Road Initiative,China's interest frontier is expanding in the process of its moving from a regional big country to a global major power.China's frontier faces not only traditional security threats like territorial integrity and sovereignty,but also many challenges of non-traditional security.Under the new situations,only by taking the overall national security viewpoint as the guiding ideology,establishing the value fulcrums of non-traditional security governance with the dialectical unity of human security and national security in the frontier areas,setting up the breakpoint of national security,and making security governance fix on people's security and societal security internally and extend outward to surrounding,regional,international,and human secirty,it finally can contribute to providing a value-raning reference of selective securitization regarding non-traditional security governance in frontier areas,and carry out scientific,appropriate and reasonable governance to non-traditional security problems.
