New Progress and Impact of Israel's AI Militarization

人工智能在情报分析、指挥决策、武器平台、网络攻防等领域具有显著的军事价值。近年来,以色列结合本国实际发展情况,不断加大对人工智能军事化的战略投入,并将推动人工智能军事化视为争夺军事竞争主动权的关键。以色列高度重视人工智能军事化的发展,主要是基于“技术制胜”的历史传统和应对“三圈威胁”的现实需求。其新进展主要体现在以下方面:提出人工智能军事化发展路线图;设立人工智能军事化研发项目;推动人工智能军事化项目的实战化运用;加强与“美国—欧亚强国—域内伙伴”在人工智能军事化领域的合作。目前,以色列人工智能军事化在推动战术革新的同时,其所造成的一系列影响也不容忽视,主要包括加速军备竞赛、提升“意外战争”风险及增加区域性人道主义灾难等。

Intelligent unmanned systems have significant military value in intelligence analysis,command and decision-making,weapon platforms,cyber attack and defense.In recent years,Israel has been increasing its strategic investment in the AI militarization in the context of actual development situation,and regards the promotion of AI militarization as the key to competing for the initiative in military competition.Israel attaches great importance to the development of AI militarization is mainly based on the historical tradition of “technology to win” and the realistic need to deal with the “three-circle of threats”.New developments of Israel's AI militarization is mainly reflected in the following four aspects:first,propose a roadmap for the development of AI militarization;second,develop AI militarization projects;third,promote combat-oriented application of AI militarization projects;fourth,strengthen the cooperation with the “US-Eurasian Power-Intra-regional Partners” in the field of AI militarization.While the AI militarization is currently promoting tactical innovation,it has a number of implications that cannot be ignored,including accelerating the arms race,raising the risk of “accidental war”,and increasing the scope of regional humanitarian disasters.
