湖南省矿产资源资产清查试点工作实践与探讨

Practice and Discussion on the Pilot Work of Mineral Resources Asset Inventory in Hunan Province

矿产资源资产清查是履行全民所有自然资源资产所有者职责的重要途径,是完善全民所有自然资源资产管理体制的重要举措。本文基于试点工作实践经验,重点围绕实物量清查数据基础、价格体系建设规范、经济价值估算方法等内容进行探讨。提出建立健全统一调查监测标准、统一清查价格与矿业权基准价内涵、构建资产清查系统平台等建议。旨在为清查技术指南后续修订提供参考,为清查工作全面开展提供经验。

The inventory of mineral resources assets is an important way to fulfill the responsibility of the owners of natural resources assets owned by the whole people and an important measure to improve the management system of natural resources assets owned by the whole people.Based on the practical experience of pilot work,this article focuses on exploring the basis of physical inventory data,the construction standards of price systems,and the methods of economic value estimation.Some suggestions are put forward,such as establishing and improving unified investigation and monitoring standards,unifying the connotation of inventory price and benchmark price of mining rights,and building an asset inventory system platform.The aim is to provide reference for the subsequent revision of the inventory technical guidelines and provide experience for the comprehensive implementation of inventory work.
