Research on the key points and countermeasures of flood and drought disaster prevention in Beijing under the new situation

北京城市基础设施建设、人口经济等方面发展迅速,伴随而来的城市防灾减灾面临极大压力与挑战。系统分析了2023年北京市水旱灾害防御面临的新形势与挑战,从系统保障首都防洪排涝安全视角出发,根据流域水文气候变化形势及风险特点,针对水库、堤防、山洪及内涝风险点等重点部位,提出了防洪排涝工程与非工程措施具体工作要求,以期做好2023年的防洪排涝应对工作,牢牢守住首都水旱灾害防御工作底线。

Beijing has experienced rapid development in urban infrastructure construction,population growth,and economic expansion.However,this fast-paced development has also brought about significant challenges and pressures in disaster prevention and reduction,particularly in flood control.This paper systematically analyze the new situation and challenges that will be faced by Beijing in water and drought disaster prevention in 2023.From the perspective of systematically ensuring the capital's flood management and drainage safety,specific requirements for flood control projects and management measures are proposed for key areas such as reservoirs,embankments,mountain torrents and urban flooding risks based on the hydrological and climatic changes and risk characteristics of the watershed.The aim is to perfect flood management and drainage response this year and firmly grasp the bottom line of the capital's water and drought disaster prevention management.
