北京市水务执法标准化体系构建研究

Study on the construction of the standardization system of water law enforcement in Beijing

水务执法标准化可有效减少执法人员与被执法者不必要的纠纷和争议,降低执法成本,实现全面普法和树立良好执法形象的目标。研究以北京市水务执法标准化工作建设为主线,在综述北京市水务执法标准化工作背景和体制演变过程的基础上,构建包括水务执法职责边界、水务执法活动及水务执法考核等3个方面的标准体系,并提出运行保障的对策和建议,以期能为水务执法标准化的实践应用提供理论支持。

The standardization of water law enforcement can effectively reduce unnecessary disputes and disputes between law enforcement personnel and those who are being enforced.In addition,it can also reduce law enforcement costs,achieve the goal of popularizing law and establishing a good image of law enforcement.On the basis of summarizing the background and institutional evolution process of water law enforcement standardization work in Beijing,this study establish a standard system including three aspects of water law enforcement responsibility boundary,water law enforcement activities,and water law enforcement assessment.In addition,taking the construction of standardization work for water law enforcement in Beijing as the main line,propose countermeasures and suggestions for operational guarantee.The research results can provide theoretical support for the practical application of water law enforcement standardization.
