演进韧性视域下的县域乡村韧性评价研究与实证分析——以湖南江永县为例

Resilience Evaluation Research and Empirical Analysis of County Rural Areas from the Perspective of Evolutionary Resilience-Taking Jiangyong County of Hunan Province as an Example

在从演进韧性视角界定乡村韧性概念的基础上,构建了融合乡村地域系统要素与韧性内涵层次的县域乡村韧性评价指标体系,并以湖南江永县为数据单元,对江永县乡村韧性进行综合指数与多维度指数测算与分析。结果显示:江永县韧性综合指数由0.38趋增为0.57,整体为中等韧性水平,呈不断提升趋势。其中,生态和文化维度韧性基础最好,并相对稳定;产业经济和基础设施维度韧性基础较差,但发展最为显著。同时,其韧性系统的抵抗力、恢复力和发展力均呈发展态势,其中抵抗力水平最高,恢复力提升最快。研究结果表明,影响江永县韧性综合水平提升的主要短板是农药使用过度和自然灾害抵抗能力较弱、教育投入不够以及反映农村现代化建设水平的用电量和道路网建设不足。

On the basis of defining the concept of rural resilience from the perspective of evolutionary resilience,the author constructs an evaluation index system of rural resilience at county level,which integrates the elements of rural regional system and the connotation level of resilience.taking Jiangyong county,Hunan province as the data unit,this paper calculates and analyzes the comprehensive index and multi-dimensional index of rural resilience in Jiangyong county.The results show that the comprehensive index of resilience in Jiangyong county has increased from 0.38 to 0.57,and the overall resilience level is medium,showing an increasing trend.Among them,the ecological and cultural dimensions have the best resilience foundation and are relatively stable;the dimension of industrial economy and infrastructure has a poor resilience foundation,but the development is the most remarkable.At the same time,the resistance,resilience and development of its toughness system are developing,with the highest level of resistance and the fastest improvement of resilience.The research results indicate that the main shortcomings affecting the comprehensive level of resilience in Jiangyong county are excessive use of pesticides,weak resistance to natural disasters,insufficient investment in education,and insufficient electricity consumption and road network construction reflecting the level of rural modernization.
