介绍《户外运动产业发展规划(2022-2025年)》(以下简称《规划》)颁布的背景和原因,《规划》颁布的时代背景和内外原因主要体现在全国户外运动产业发展初具规模、户外运动系列政策组合不断发力、户外运动人群消费需求巨大推动。《规划》颁布的意义主要表现在推动户外运动项目和户外运动产业高质量发展、构建更高水平的全民健身公共服务体系的需要、满足人民群众对户外运动需求和美好生活向往、引领体育消费发展方向和体育产业增长新动能。文章从户外运动产业发展面临的形势、总体要求、主要任务、保障措施对《规划》内容进行介绍与分析,并在此基础上,归纳整理4个主要亮点:(1)目标明确:提出到2025年户外运动产业总规模超过3万亿元;(2)任务具体:提出6项主要任务破解当前户外运动产业发展瓶颈;(3)布局合理:首次提出构建“五区三带”户外运动产业空间布局;(4)工程护航:设有户外运动资源、场地、赛事、普及、人才5大工程。以新发展理念为引领,提出《规划》实施建议:(1)强化改革创新,激发户外运动产业发展新动能;(2)促进区域协调,优化户外运动产业发展新格局;(3)坚持绿色生态,擦亮户外运动产业发展新底色;(4)聚焦多维开放,释放户外运动产业发展新活力;(5)立足共享发展,落实户外运动产业发展新理念。

Introduce the background and reasons for the promulgation of the"Outdoor Sports Industry Development Plan(2022-2025)"(hereinafter referred to as the"Plan").The era background and internal and external reasons for the promulgation of the"Plan"are mainly reflected in the initial scale of the development of the outdoor sports industry in China,the continuous efforts of the outdoor sports series policy combination,and the huge promotion of the consumption demand of the outdoor sports population.The significance of the promulgation of the"Plan"is mainly reflected in promoting the high-quality development of outdoor sports projects and the outdoor sports industry,building a higher level public service system for national fitness,meeting the people's demand for outdoor sports and their desire for a better life,leading the direction of sports consumption development and new driving forces for the growth of the sports industry.And introduce and analyze the content of the"Plan"from the perspective of the situation,overall requirements,main tasks,and guarantee measures faced by the development of the outdoor sports industry.Based on this,summarize and organize four main highlights:①Clear goal:propose that the total scale of the outdoor sports industry exceed 3 trillion yuan by 2025;②Task specific:Propose 6 main tasks to break the current bottleneck in the development of outdoor sports industry;③Reasonable layout:proposed for the first time the construction of the"five zones and three belts"outdoor sports industry spatial layout;④Engineering escort:There are 5 major projects including outdoor sports resources,venues,competitions,popularization,and talent.Guided by the new development concept,propose implementation suggestions for the"Plan":①Strengthen reform and innovation,and stimulate new momentum for the development of the outdoor sports industry;②Promote regional coordination and optimize the new pattern of outdoor sports industry development;③Adhere to green ecology and shine a new background for the development of outdoor sports industry;④Focusing on multidimensional openness and unleashing new vitality in the development of outdoor sports industry;⑤Based on shared development,implement the new concept of outdoor sports industry development.
